UK Councils Plan to Dispose of Community Hubs and Sports Centres to Balance Books

According to a latest poll of local authorities, UK councils are preparing to sell community centers, athletic facilities, and retail spaces as they bet on a rapid disposal of properties to stabilize finances.

Growing Fiscal Challenges Drive Asset Sales

A coalition of councils representing major urban areas in England stated that 60% of councils are intending to sell assets to cover the escalating costs of social services for vulnerable individuals.

Councils have in the past faced criticism for disposing of public land and open spaces to support their finances, but they contend they must proceed to generate essential revenue from asset sales or declare themselves bankrupt.

This coalition noted that a high proportion of authorities attempting to generate funds from a fire sale of assets marked “a distinct shift from 2024, when the majority (six in ten) of municipal officials stated they would focus on service redesigns and utilising savings to manage growing financial challenges.”

Detailed Cases of Planned Sales

One local authority in southeast England said its asset disposal plan included the disposal of a retail complex in Rainham and a community venue in another town to generate £20m over the next half-decade.

  • A local golf course and commercial properties owned in Worcestershire and Suffolk, which all generate rent for Medway council, will also be sold under the strategy.

Council Tax Rises and Wider Financial Pressures

The survey of councils in the key cities group, which includes several urban centers, further found that over seven in ten of councils will need to raise council taxes next April to cover the rising cost of core provisions, higher levels of housing insecurity, and a persistent housing shortage.

Medway council explained it will proceed with property disposals after sharp increases in the cost of children services, support for vulnerable learners, elderly and disability services, and short-term housing.

“We are taking innovative approaches but certain measures take time to deliver both better provisions and cost efficiency,” stated Vince Maple.

He continued: “There are population challenges which will continue to increase the pressures we have. As a local government body, we had a 91% cut in our central funding from over the past decade, which is extremely difficult.”

Countrywide Patterns and Forecasts

A survey of regional authorities recently further found local finances being stretched by the increasing figures of young people and older individuals requiring Send support.

The County Councils Network said that council deficits will reach £4.4bn a year by the end of the decade, as they grapple to cope with increased demand.

Ministers have put off planned reforms to the Send system until next year after a white paper outlining those reforms was recently delayed.

Disadvantage and Funding Shortfalls

According to the latest indices of deprivation (the Index of Multiple Deprivation) covering English councils, many participating urban areas were included in the most deprived in the country.

  • “Member cities like several major towns place in the most deprived 30 across the country under the latest deprivation indices,” noted the report.

“While only one key city is in the top 10 for disadvantaged communities countrywide, urban areas are far more likely to be in the most deprived fifth of England. The figures highlights the extent of challenges facing municipal officials across key cities in the next twelve months,” the report added.

“Local government leaders have been explicit about the necessity for a fair and sustainable financial structure that reflects and responds to the real levels of deprivation and demand,” said a council leader.

“Without this, local authorities will continue to face difficult decisions around which essential services to allocate spend to, and which to reduce, to the detriment of their residents.”

A fifth of councils have reduced or weakened care services in the past 12 months, the study found.
